PE (Polyethylene) body armor is the best in all fronts. It is lighter than Kevlar, and up to 15 times stronger than steel. PE is a thermoplastic material. PE body armor is manufactured by bonding Unidirectional UHMWPE (Ultra High Molecular Weight Polyethylene) fibers over a high-density PE sheet.
Tungsten vs Titanium
In terms of tensile strength, tungsten is the strongest out of any natural metal (142,000 psi). But in terms of impact strength, tungsten is weak — it's a brittle metal that's known to shatter on impact. Titanium, on the other hand, has a tensile strength of 63,000 psi.
Diamond is the hardest known material to date, with a Vickers hardness in the range of 70–150 GPa. Diamond demonstrates both high thermal conductivity and electrically insulating properties, and much attention has been put into finding practical applications of this material.
Titanium's relatively poor shear strength, combined with its very poor heat transfer properties, make it inherently susceptible to fail catastrophically in such situations via a phenomenon known as adiabatic shear plugging.
According to the Army, the vests failed because the extreme temperature tests caused the discs to dislodge, thus rendering the vest ineffective. Pinnacle Armor affirms that their products can withstand environmental tests in accordance with military standards, as does testing by the Aberdeen Test Center.
Here are some interesting videos where a 50 caliber gun shoots regular and armor piercing rounds and a 20 mm gun shoots against titanium. An inch and half of titanium does not get penetrated by the armor piercing 50 cal or 20 mm. Although with 90 degree angle there is deeper penetration.
Titanium is highly valued in the metals industry for its high tensile strength, as well as its light weight, corrosion resistance, and ability to withstand extreme temperatures. It's as strong as steel but 45% lighter, and twice as strong as aluminum but only 60% heavier.
Tungsten measures between 8 and 9 on the Mohs hardness scale. (Diamonds are a 10 - the highest.) Due to their extreme hardness, Tungsten Rings will hold their shape and shine longer than any ring on the market.
Is Titanium Stronger Than a Diamond? Titanium is not stronger than a diamond. In terms of hardness, Titanium is not harder than a diamond either.
To compare, steel has three times less rigidity than tungsten. This rigidity makes tungsten stronger than both steel and titanium. Tungsten is extremely durable and can stand up to a lot of punishment in whatever job it is used.
Titanium, however doesn't stand a chance against bullets fired from high-powered military grade firearms such as those used to penetrate tanks. Titanium can take single hits from high-caliber bullets, but it shatters and becomes penetrable with multiple hits from military-grade, armor piercing bullets.
The specific gravity of titanium is 4.5, just half that of copper and nickel, which are both 8.9. It is 40% lighter than iron, which has a specific gravity of 7.9. Titanium alloys are on a par with or stronger than high-strength specialty steels.
Titanium armor and helmets are similar in hardness to hardened spring steel. It has approximately 35-40 HRC by Rockwell. But the most important thing is that titanium is 40% lighter than any steel. This quality gives titanium an obvious advantage when compared to tempered steel.

Tungsten, while being classed as a metal behaves closer to a ceramic in many cases. It's easy to embrittle which would be an issue for armor. That being said, a steel with tungsten as an alloying element would be beneficial. This strengthens the material without losing fracture toughness.
Tungsten Isn't Always A Better Choice Than Titanium
Of the two metals, tungsten is the strongest and it's more scratch-resistant. Tungsten carbide is 8.5 to 9 on the hardness scale, while titanium is 6. Tungsten can only be scratched by a metal or material that's an equal or higher rank — which would be diamonds.
Among natural minerals, diamond is only harder than cemented carbide, and those in artificial minerals harder than cemented carbide are very few like silicon carbide and boron carbide. Therefore, cemented carbide is not the hardest material.
A. Titanium is not a good material for swords or any blades. Steel is far better. Titanium cannot be heat treated sufficiently to gain a good edge and will not retain edge.

In addition, titanium has a high strength to weight ratio. In other words, although it is much stronger than gold and silver jewelry, even steel, it is much lighter and hence more comfortable to wear. Finally, it is fashionable and trendy to wear them.

Kevlar. Perhaps one of the better-known bulletproof materials, Kevlar is a synthetic fiber that's heat resistant and incredibly strong. It's also lightweight, making it a popular choice for wearable bulletproof items.
